Heat oil for frying the hotteoks.
Apply oil/water in your hands generously.
Take a small portion of the dough and flatten it.
Place a spoonful of the vegetable mixture in the centre.
Bring all the edges together and seal.
Place the Hotteok in the hot oil.
Slowly press down the hotteok with a spatula to flatten it.
Once it is golden brown, flip and cook the other side.
When both sides are done, remove and place on an absorbent paper.
Repeat the process with remaining dough and mixture.
