Grind the onion, garlic, ginger, coriander leaves and chilies together to form a fine paste .
Mix this paste with beef along with vinegar and salt.
Keep aside for a couple of hours (those in a hurry can cook within 15 minutes as well:-) ).
If using oil/ghee, heat it in a pan and gently add the beef into the oil, along with the marinade.
Saute for a minute or two.
Cover and cook till the beef is done.
You can also cook in a pressure cooker as well, the frying part can be omitted. Once the beef is done, check if there's any liquid remaining.
If so, turn the heat to high and cook till the liquid is evaporated.
Garnish with chopped coriander leaves and finely sliced green chillies.
